New # for DREAM Act - S. 3992

The bill that will be the DREAM Act was just disclosed: S. 3992. I will believe this when I see it, but the actual Bill language is now out, and I attached a brief summary by NILC (National Immigration Lawyers Association). This morning, Senator Reid completed the Rule 14 process to place on the
Calendar S.3991, a bill to provide collective bargaining rights for
public safety officers employed by States or their political
subdivisions (Firefighters collective bargaining), and S. 3992, a bill
to authorize the cancellation of removal and adjustment of status of
certain alien students who are long-term United States residents and who
entered the United States as children and for other purposes (DREAM
Act).

During his opening remarks, Senator Reid announced that he intends to
move forward on both these pieces of legislation as well as the 9-11
Health bill. He also said that he intends to file cloture on all three
of these bills this week.

The House is sending us a 2 week continuing resolution this week and the
Senate will consider it before the end of the week. The current CR
expires Friday, December 30. As we work to clear the short term CR, the
House and Senate Appropriation committees are working on legislation to
fund the government for the remainder of the fiscal year.

Senator Reid is also working with the Republican Leader to confirm
numerous judges on the Executive Calendar. 

Senator Reid also said that earlier this morning he received a letter
from his Republican colleagues indicating they will filibuster all
legislative matters brought to the floor prior to the completion of the
spending and tax bills. Representatives from the House and Senate are
meeting with the White House to see if there is something that can be
worked out.
